The CNTF Programme was officially launched by the Minister of Counter Narcotics, Minister of Finance and United Nations Development Program on 29 October 2005.
The objetive of CNTF is to mobilize additional resources needed by the Afghan Government to implement the National Drug Control Strategy (NDCS). The key principles behind the CNTF include:
- Providing additional resources for the government's Counter Narcotics (CN) efforts through the national developmment budget.
- Ensuring transparency and accountability in the allocation of those resources.
- Enabling the government to have greater ownership over implementation of its counter narcotic strategy.
- Promoting greater coherence in the funding of counter narcotics related activities.
NDCS Working Pillars:
The CNTF builds upon the NDCS which indentifies eight pillars for intervention:
- Alternative Livelihoods
- Building Institutions
- Public Awareness
- Law Enforcement
- Criminal Justice
- Eradication
- Drug Demand Reduction and Treatment of Drug Addicts
- Internation and Regional Co-operation
The CNTF project eligibility criteria is baed on these 8 pillars and proposed projects must fulfill the aims of at least one of these pillars. Additional criteria that must bbe met includes the geographical location and links to other projects; absorption capacity of the line ministries/agencies; the level of CN mainstreaming and benefits for the most vulnerable communities.
The CNTF is executed through the National Execution (NEX) modality which means the Islamic Republic of Afghanistan retains the overall responsibility for the programme through its designated insitutions - the Ministeries of Finance and Counter Narcotics.
The line ministries servee as the implementing partners of the CNTF and the MCN works closely with them to indentfy , develop and propose counter narcotics related projects.
Governing Structures:
The CNTF is governed by the Manageement Board that consist of international and multilateral partners (UNDP, UNAMA/UNODC, UK, EC, ADB, WB as observer) as well as the GoA.
CNTF Steering Committee is to ensure effective, efficient and transparent implementation of the CNTF program.
